MFA intents to put up for tender the services of an independent consultant to conduct an comprehensive external evaluation of the UNU Training Programmes as per the Strategy for Iceland´s Development Cooperation 2013-2016. That strategy is overseen by the MFA and the MFA is responsible for coordinating and funding this evaluation. The intent of the evaluation of each of the four UNU Training Programmes is to provide the MFA with an objective assessment of: each Programme's past successes in, and future prospects for, meeting their respective objectives; their strengths and weaknesses; and any areas where change or reinforcement may be beneficial.

The evaluation report will provide:

  • MFA with input into its decision processes with respect to the continuation of its support for these Programmes; and,
  • all parties, including the staff of the Programmes, with opportunities for learning, with an account of performance, and with opportunities to improve performance and accountability in the future.

The evaluation is to be conducted in accordance with the prevailing OECD DAC Quality Standards for Development Evaluation.

Further, it has recently been agreed between the MFA and the UNU that the four Programmes should be brought together within what will be a new UNU Institute in Iceland. Thus the Consultant will additionally identify the implications of the conclusions and recommendations from the evaluation, made with respect to each UNU Training Programme, for the establishment and operation of a new UNU Institute in Iceland, under which it is intended that each UNU Training Programme shall operate in the future.

Interested firms or groups of individual consultants are hereby invited to submit expressions of interest. In order to determine the capability and experience of Consultants seeking to be selected for this assignment, the information submitted should include the following:

  1. If the Consultant is a company/firm, provide a company profile, organization and staffing (max. 3 pages) and details of previous project experience or similar assignments undertaken in the previous five years.
  2. CVs of key experts who could carry out the evaluation detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration, expert months provided, assignment budget, main activities, objectives.
