Samevrópsk hæfisyfirlýsing bjóðenda - ESPD

Í nýjum lögum um opinber innkaup nr. 120/2016 er það nýmæli að heimiluð er notkun á  svokallaðri samevrópskri hæfisyfirlýsingu bjóðenda. Þessi heimild felur í sér að  framvegis þarf aðeins sá  bjóðandi sem hlýtur samning að leggja fram skjöl til staðfestingar á hæfi sínu og nota má sömu hæfisyfirlýsingu aftur aðeins skal að uppfæra eftir þörfum.
Vonast er til að þetta minnki vinnu við tilboðsgerð um 80%.

The European Single Procurement Document (ESPD) is a self-declaration form used in public procurement procedures by public buyers and businesses in the EU. Before the introduction of the ESPD, companies were required to submit various documents to prove that they fulfill the exclusion and selection criteria of a tender, for example have paid taxes and have not been convicted of criminal activity. Now, companies are able to meet these obligations with a single ESPD self-declaration form. The actual documents will only have to be provided by the winner of the tender.

According to the new public procurement directives, the ESPD shall be provided exclusively in electronic form. However, to allow for the transition to the obligatory use of electronic means of communication, both electronic and paper versions of the ESPD may be used until  April 18th 2018.
