RFI Comprehensive and specialized consultation on Microsoft license structure and procurement on behalf of the Icelandic Ministry of Finance and Economical Affairs. Reference number: 20486

The MoF has commissioned a report on procurement of Microsoft licenses and estimated the yearly total cost of those licenses to be 700-800 000 000 ISK. The Icelandic government consists of 176 individual institutions and ministries and about 21 000 employees. The structure and procurement has been within each institution but the goal of the MoF is to centralize and coordinate the procurement and ownership of these licenses. Furthermore the MoF intends to increase joint ventures of IT systems with the use of cloud computing and the consulting shall take aim of those intentions.

As a part in preparations for the coming tender, interested firms or groups of individual consultants are hereby invited to submit expressions of interest. In order to determine the capability and experience of Consultants seeking to be selected for this assignment, the information submitted should include the following:

  • If the Consultant is a company/firm, provide a company profile, organization and staffing (max. 3 pages) and details of previous project experience or similar assignments undertaken in the previous 5 years.
  • CVs of key experts who could carry out the evaluation detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration, expert months provided, assignment budget, main activities, objectives.

Qualified parties will be invited to introductory presentation on possible approaches towards centralized license procurement. Areas of interest are for example alternations of current infrastructure, improved license utilization,license register maintenance and consultant's compensation structures. The presentations will take place in week 14, 3.4.2017-7.4.2017 either at premises or web meeting.
