Central Patient monitoring system for Emergency department in Landspitali University Hospital of Iceland.
The department at Landspitali is the largest ED in Iceland as well as the main academic Emergency Department and function's as a referral center for the whole country, servicing the Icelandic population of 320 thousand people and an estimated 2 million tourists every year. It is divided into 7 units with the functions split between resuscitation, major track A, major track B, major track C, clinical decision unit, triage, rapid assessment unit, minor track, out-patient clinic and decontamination unit.
The current monitoring system in ED has 46 monitors and 3 Central stations.
The intention is to increase patient monitoring, both with regard to the number of monitors as well as number of parameters available for monitoring.
The technical and clinical requirements are further defined as follows:
It is of utmost importance that information recorded by the monitors in the ED can follow the patient when leaving the ED to other departments, such as Intensive care, Anesthesia and surgery. The emphasis is to have all clinical information from the monitoring on critical patients available wherever and whenever they are treated within the hospital. In addition, full monitoring is needed for ED patients while in CT imaging examination. The current monitoring system in Intensive care, Anesthesia and Surgery is Intellispace from Philips Medical.
Main requirements for the Central monitoring system
Technical requirements
· 46 general monitors, with connected transport monitors, permanently located at bedside. Continuity in monitoring while the patient is in temporal transport e.g. for clinical examination
· 4 additional transport monitors with wireless capabilities, e.g. for patient transport, triage and mass casualty situations
· 4 more advanced monitors located at bedside in resuscitation areas
· 6 Central monitoring stations (HW and SW), with large displays, receiving all measurements from the monitors.
· All material for mounting on permanent location, e.g. at bedside
· All connections (wires, cables, cuffs, ....) for patient connection to monitor
· Software for Cardiac measurements
· Masimo SpO2 on all monitors
· Monitors must operate both on 230 V AC and also battery
· Monitors, other than transport monitors, shall have large and clear displays, preferable not less than 12"
· The Central monitoring system shall have HL-7 capabilities for integrating to the hospital clinical portal (Heilsugátt).
Clinical requirements
· The monitors shall have the capability to measure the following patient vital signs:
o All general monitors shall be able to measure cardiac rhythm, NIBP, IBP, SpO2, EtCO2 and Temperature
o All advanced monitors shall be able to measure cardiac rhythm, NIBP, IBP, SpO2, Temperature, Invasive body temperature and EtCO2
o All advanced monitors shall be configured for other optional measurements (e.g. by installing measurements modules)
· The monitors shall have the capability to record 12 lead ECG´s
· The system should interact with current hospital monitoring system in such manner, that patient monitoring can be continuous from ED to Intensive care or Surgery
· A transport monitor must be connected to all general monitors while used a bedside.
· The transport monitor must be relatively small, comparing to the general monitor, and easy to carry around, e.g. on poles or similar.
The process
The State Trading Centre of Iceland (Ríkiskaup) will announce and administer the process of purchase.
Companies that produce and deliver such systems are with this announcement invited to inform on the technical specifications and state of the art of the Central Patient monitoring system that are of interest for preparing for this project. These companies are urged to have a presentation of the products that fulfills the abovementioned requirements.

Each company accepted will have approximately 2 hours for introduction and discussion.
The introduction meetings are preferred to be scheduled in week 19 and 20 (8-19. of May) in 2017. Suitable days in those weeks will be negotiated.
The purpose of these introductory meetings is to have thorough information on the state of the art Central Patient monitoring system delivered from the producers.
